Education & Schools in Cayman

The Cayman Islands have excellent schools, from kindergarten through to university level. There are approximately 4,862 students in the public school system and 2,881 students in private schools. In Cayman, it is compulsory that all children from the ages of four years and nine months to age 17 attend school. It is the CI Government’s stance that expatriates employed in the private sector who qualify to have their dependants on Island with them (i.e. earn over CI$3,500 per month and have two dependants on their work permit) should educate their children in private schools. If the government employs the expatriate and the employee does not want to send their children to private school, then the expat’s children can attend government schools if space is available. 

If you are an expat on a work permit, the law requires that schools see a copy of your immigration paperwork verifying that your child is a dependant on your work permit. The Immigration Department will request you to bring in a copy of your acceptance from a private school before your work permit is stamped. You may find it difficult to find a place for your child, so contact several different schools at the earliest possible moment. If you are Caymanian or a permanent resident of the Islands and want your child to attend private school, you need to take a copy of your child’s birth certificate to the school, fill out an application form and pay an application fee (between CI$50 and CI$300 depending on the school). If your child is older, the school may have other requirements, such as a student reference and entrance/placement testing before acceptance is confirmed. Once the acceptance is confirmed, you usually have to pay the first month’s school fees as a deposit to hold the place. There is no charge for Caymanians or permanent residents to register their child at a government school.

For preschool, your child can usually start at age two. For primary school, starting age depends on whether you will be sending your child through the British school system (Cayman Prep and High School and St. Ignatius) or the American school system (Cayman International School and Triple C). In the British system, your child can enter kindergarten if they are four by September, while in the American system, your child must be five by September. Students over age 17 can attend the International College of the Cayman Islands and the University College of the Cayman Islands. Most private schools in Cayman are in the enviable position of having long waiting lists for kindergarten and primary school places. As early as possible, place your child’s name on the list at your preferred school. (This can be done even while you are pregnant and then take the birth certificate to them after the birth!) Siblings, children of alumni and members of the affiliated church (if it is a faith–based school) come at the front of the list, so even if your child is on a waiting list, enrolment is not guaranteed.

The fees for private schools are as follows: Montessori and similar preschools usually cost in the region of CI$8,000 per year for a full–day (less for a half–day) but you can find a few church-based nursery schools that charge only CI$350 per month; middle school (kindergarten to grade 5/6) cost between CI$2,750–CI$14,000 per year; and high school (grades 7–12) cost CI$3,250–CI$15,000 per year. Please note that at most private schools a second child will receive a 10% discount on fees and any third or subsequent children will receive a 15% (or more) discount. Most private schools also prefer fees to be paid per term or annually. If you have to pay the fees monthly (usually 10 equal payments), then you will be required to get permission and the school will usually want post dated cheques.

For government schools, Caymanian students do not pay school fees. All non-Caymanian students attending the public schools pay CI$750 per year for primary school, CI$900 per year for middle school and CI$1200 per year for high school.


All new students entering either government or private schools for the first time must have a health screening before the new school year begins in September. Take your child and their immunisation record to either the Public Health Department, which offers free screenings, or to a private doctor, either of which will issue a health screening certificate which must then be taken to the school your child is entering. Without this documentation the school cannot enrol your child.

The health screening your child will receive is a complete exam that includes hearing and sight tests; weight, height and nutritional assessment; blood typing; mental and speech development examination and a family medical history. If any required immunisations have not been done they will be administered at this time. Students enrolling in Government schools must register with the Department of Education Services, 130 Thomas Russell Way, George Town, Grand Cayman or the Cayman Brac Teacher’s Centre before the end of July each year. You will need to present a copy of the child’s birth certificate, immunisation card and documentation showing the child’s residency category (i.e. a passport or status letter). Parents must also supply proof of their street address by presenting a utility bill, lease or notarised letter from a landlord if renting. Catchment areas determine which school your child will attend.

Many private schools in Cayman will test your child for placement even if they are entering the first year at four years of age. If your child is slightly older and not entering the first or second year it might be worth asking to see the paperwork for this test so that you can prepare your child. If your child is transferring from another school, they may need official school records from the previous school(s) as well as transcripts from all classes (if transferring at the high school level). Finally, don’t be surprised if your 10–17 year old is required to take a drug screening test and asked to supply character references before being invited to attend an interview. Not all schools are this strict, but in a way, it does show the parents how committed the school is to their child’s education.

Once your child has been accepted you will have to organise school uniforms. Most of the schools sell their own or will let you know where to buy them. School fees quoted in this chapter are for the 2011/12 calendar year and are subject to change.

OVERSEAS EDUCATION

Although Cayman has excellent schools, some parents will look to broaden their children’s horizons by placing them in overseas boarding schools. There are several options, but the most popular ones seem to be in the United States, in Canada and in the United Kingdom. A good way of getting advice is by contacting an agency such as www.gabbitas.co.uk, where they can assist in finding the most suitable school, recommend summer programmes, and advise on language and guardianship issues. Local travel agencies can also be very handy as they are familiar with all the unaccompanied minor travel requirements. There is also a recently organised group of parents, whose children already attend boarding school, who you can contact for sharing information and support. COLLEGES & TERTIARY EDUCATION

A number of advancements have been made in tertiary education in Grand Cayman over the last few years. Up until recently, it was only possible to earn an Associate’s degree (two–year college degree) on–Island, and this did little to train Caymanians for job opportunities in the Cayman financial services sector. Now, however, educational programmes are specifically catering to the financial industry, as well as tourism, construction and jurisprudence. Institutions such as the University College of the Cayman Islands (UCCI) and the International College of the Cayman Islands (ICCI) offer full undergraduate degrees (3–4 year degrees) and also graduate level and professional training. There is an open campus available through The University of the West Indies which features computer applications training courses, supervisory management courses, English for Speakers of Other Languages (ESOL) and Spanish for Travellers. Training for the Certified Public Accountant (CPA) examinations and MBA programmes are also available and broaden opportunities for career advancement. The Cayman Islands Civil Service College (CICSC) was established in 2007 to further New Public Management reforms as well as the learning and development needs of The Cayman Islands Civil Service, and to carry out research. The CICSC is currently offering degree programs through the auspices of the University College of the Cayman Islands. It is also formulating e-learning capabilities for continuing education, specialty training, and support of competency-based human resources initiatives (www.csc.ky).

Other areas of progress in the educational field in Cayman include a programme developed by the Ministry of Education and sponsored by: Butterfield Bank, LIME and CML Offshore Recruitment called Passport2Success. It was initiated because many local employers found that significant numbers of high school leavers lack some employability skills such as communication and professional etiquette, and some required supplementary work on literacy and numeracy. The programme which is run by The Wellness Centre, provides the participant with practical training in job specific areas, work experience and career guidance. HOME SCHOOLING IN CAYMAN  
It is also possible to home school your children in the Cayman Islands with the approval of the Department of Education. Here is what you need to do:
  • Complete a home schooling form obtained from the Department of Education. This form is to be submitted, along with a cover letter, explaining the reason for the home schooling request.
  • Submit information on the curriculum and teacher for the child/children. If parents decide to home school their own child/children, the Department is open to this option. In this instance, information about the parents’ educational background needs to be provided. The Department of Education does not provide teachers for home schooling.
  • Submit proof of the child’s/children’s enrolment in a home schooling programme. Examples of acceptable proof include, for example, payment receipts (credit card payment slips or bank drafts) for a home school curriculum.
  • The completed package (cover letter, home schooling application and documentation) should be delivered to the Department of Education Services for the attention of Mrs. Shirley Wahler, Chief Education Officer. SPECIAL NEEDS EDUCATION
For children with mild to moderate special needs, it is expected that within the government or private schools these additional educational needs be met inclusively within the students’ regular classroom. For more intensive services, there are now a few options: Hope Academy, The Wellness Centre, The Learning Villa, home–grown support groups and private tutoring.

The Wellness Centre offers a range of specialised children’s services including comprehensive psychological-educational assessments for learning disabilities, ADHD, autism, and other behavioural, clinical and developmental disorders. They offer a range of services to assist children with special needs, including occupational therapy, social skills groups, play therapy and Applied Behavioural Analysis (ABA). Cayman Learning Centre assists students diagnosed with dyslexia and offers a critically acclaimed Intensive Read and Spell program to help dyslexic students develop phonemic awareness, a necessary skill for literacy success. Individuals become aware of the mouth actions which produce speech sounds, which will enable them to become self-correcting in reading, spelling and speech. Chatterbox Speech & Language Therapy (Call Roz Griffiths on Tel: (345) 926 1693, or  email: chatterbox@candw.ky) offers assessment, diagnosis and therapy for speech, language or literacy difficulties. Another alternative option now available on the Island is the Learning Breakthrough Programme, which uses a combination of fun and deceptively simple balance and visual activities to remediate and alleviate learning difficulties. It is a drug-free alternative and is open to both children with learning difficulties and adults who want to enhance their brain function. Improvements are seen in reading, attention, academics, executive function, athletics and general brain fitness. For moderate to severely mentally challenged children, or for children with multiple challenges (for example vision or hearing impaired or learning disabilities), there is the Lighthouse School. This is a government school for children from ages 4–16. If you feel your child would benefit from this school you must contact the head of Student Services, Brent Holt, at the Department of Education (Tel: (345) 945 1199 or Brent.Holt@gov.ky). All children attending the Lighthouse School need to be recommended for entry by the Department of Education after an assessment by a multi–disciplinary team.

The Government also operates the Early Intervention Programme for both Caymanian and expatriate children from birth to school-age who might experience moderate to severe disabilities or developmental delays. Speech and language therapy, occupational therapy, educational psychology and advisory services from specially-trained teachers are offered. For adults (age 17 and older) with special needs there is the Sunrise Adult Training Centre (Tel: (345) 949 3330). The primary functions of the facility are to provide training and therapy for adults with disabilities to help them learn the skills they need to become responsible, productive and fully functioning members of the community. This is done through Life Skills, Functional Academics and Computer Assisted Learning programmes, comprehensive Occupational and Physical Therapy and Vocational Training and Placement (full-time or part-time job placements in the community with on-going coaching and support from Sunrise Staff).

The Special Needs Foundation of Cayman (Tel: (345) 769 4673 or email: caymanfoundation@gmail.com) is a non-profit organisation of parents, educators and professionals committed to supporting children with a range of special needs. They work with professionals, providers and policy makers to ensure that needed services and options are available. The Special Needs Foundation of Cayman meets on the third Thursday of every month at the Hope Academy School located in Grand Harbour.

Cayman Echoic (Tel: (345) 326 5126) offers trained auditory processing awakening programmes using psycho-acoustically modified music based on the Tomatis Effect, which stimulates the ears to improve auditory processing which helps stimulate brain activity.

Cowboy Town Stables in Lower Valley is the first and only therapeutic horsemanship program in the Cayman Islands. Participants experience many positive benefits, physically, mentally, emotionally and socially from equine-assisted activities. Cowboy Town delivers riding opportunities which emphasise safety and individual attention in a manner that challenges riders with disabilities to achieve their utmost potential and reward their efforts. NARHA certified instructors are skilled horsemen with strong teaching skills, thoroughly trained to teach the rider with disabilities. For information call (345) 916 8571.

Mr. Rayle Roberts & Associates offer specialised pyschological sessions for youth who have faced a difficult range of anxieties, sadness or family conflict. They are treated by a trusted mentor with talk therapy and alternative therapies such as EMDR and hypno-therapy. They use a unique multi-disciplinary approach of modern technological advances with the wisdom of ancient systems of healing and traditional psychotherapy. Mr. Rayle Roberts has managed a 36-bed inpatient unit at Florida Hospital Psychiatric Therapeutic in Orlando. He has also worked with the Department of Family Services in Central Florida investigating abuse cases and the Florida Department of Corrections with troubled teens. TUTORING SERVICES
For tutoring, there is the Cayman Learning Centre located in 7 Pasadora Place, which offers three programs: 1) An after-school Core Training in literacy (reading fluency, comprehension and writing) and numeracy/math for students age 5- High School. CLC first complete an assessment to determine your child’s specific needs. Their focus is threefold:  consolidating the skills learned in school,  building each student’s focus and confidence  and teaching students the study skills required for academic success.  2) Specialised intensive reading and spelling programmes to support dyslexic students. 3) A part-time morning Building Blocks programme for children aged 3-5 focusing on motor skill development, early reading, writing, mathematics, arts and crafts. Sylvan Learning gives specialised instruction in multiple academic areas, including reading and writing, basic maths, algebra, geometry, trigonometry and pre–calculus, to children pre–K through grade 12 and adults. There is also Claude Bailey (Tel: (345) 926 3812) for grades 3–12, plus college calculus, algebra and statistics. He runs a maths summer camp for all ages too. Mr. Bailey was a recipient of a Chamber of Commerce Golden Apple Award in 2008 for outstanding service in the field of education. He serves George Town, West Bay, Bodden Town and Savannah.
